What the Number Actually Means

SEER stands for Seasonal Energy Efficiency Ratio. It expresses how much cooling a system delivers over a season relative to the electricity it consumes. Higher is more efficient — the same cooling for less power.

SEER2 is the current version of that rating, introduced in 2023. The important thing to understand is that it is not a new technology or a new standard of quality: it is a stricter test. SEER2 measures equipment under higher external static pressure, which better reflects real ductwork rather than a laboratory ideal.

Because the test is harder, SEER2 numbers run lower than the old SEER numbers for the same equipment. A system that rated 16 SEER under the old test might rate around 15.2 SEER2. Nothing about the machine changed. If you are comparing a new quote against an old system's label, you are not comparing like with like.

Why Florida Has Different Rules

Federal minimums are set by region, because a system in Minnesota and a system in Miami do fundamentally different amounts of work. Florida falls in the Southeast region, where the minimum efficiency requirement for new split-system air conditioners is higher than in the North.

The logic is straightforward: our systems run far more hours per year, so inefficiency costs more here. A single point of SEER2 is worth more in Miami-Dade than in the Midwest, simply because it applies across many more operating hours.

Practically, this means any legitimately installed new system in South Florida already meets a relatively high bar. The question is not whether to meet the minimum — it is how far above it to go.

How Much Is a Higher Rating Worth?

The honest answer is that it depends on how much you run the system, which in our climate is a lot. Moving from a minimum-efficiency system to a substantially higher-rated one produces a real reduction in cooling electricity use — and because cooling is the largest single line item in most South Florida electric bills, that reduction is visible.

But the return is not linear. The jump from a very old system to a modern minimum-efficiency one is the largest single improvement most homeowners will ever see. The jump from modern-minimum to premium is smaller, and it takes longer to justify on energy savings alone.

Which is why efficiency should not be the only thing you weigh.

The Part the SEER2 Number Does Not Capture

SEER2 measures energy efficiency. It does not measure comfort, and in South Florida those are not the same thing.

Higher-efficiency equipment is usually variable-speed or multi-stage, and that capability matters here for a reason that has little to do with the electric bill: a system that can run at partial capacity for long periods removes far more humidity than one that blasts and shuts off. The comfort difference in a humid climate is significant and immediate, where the energy savings accumulate slowly.

Put differently: buy the higher-efficiency system for how the house will feel, and treat the lower bill as the bonus. In Miami that is the honest framing.

What Else Determines Your Actual Efficiency

A high-SEER2 system installed badly will not deliver its rating. The number on the box assumes correct sizing, sealed ductwork, proper refrigerant charge and adequate airflow. Miss any of those and real-world performance falls well short.

  • Duct leakage in a hot attic can waste a substantial share of the cooling you paid for.

  • Refrigerant charge that is off by even a modest margin measurably reduces capacity and efficiency.
  • Maintenance — a dirty coil erodes efficiency steadily and silently.

Installation quality routinely matters more than the difference between two adjacent efficiency tiers.

How to Read a Quote

Confirm the rating is stated as SEER2, not SEER, so you are comparing current numbers. Ask what the rated efficiency is for the specific indoor and outdoor combination being quoted — ratings apply to matched systems, and pairing a high-efficiency condenser with an old air handler does not deliver the rated performance.

Ask whether ductwork was assessed. A quote that ignores ducts is quoting equipment, not a working system.
